A Phase I Engineering Study was completed in early 2023, with Design Approval received on March 14, 2023. Phase II Engineering is currently underway, with construction expected to begin in 2027.

The study area is growing in population and employment, with 145% growth in population and 135% growth in employment projected by 2050.
Critical Route
Randall Road is classified as a Strategic Regional Arterial (SRA) based on high traffic volumes and roadway continuity. Improvements are needed to address recent growth in traffic volumes and additional growth projected by 2050.
Safety Upgrades
Building on recent safety improvements at the Randall Road/Hopps Road intersection, geometric changes are needed to further increase intersection safety.
Railroad Traffic
A grade separation of the Canadian National Railroad is proposed to ensure mobility and safety are maintained with future growth along Randall Road.
Project Goal
The purpose of this pr​oject is to provide route continuity and capacity improvements along Randall Road based on the projected substantial growth in traffic volumes for the year 2050, as well as additional safety enhancements at the intersection of Randall Road and Hopps Road.
